The U.S. Department of Agriculture (USDA) has established the procedures required to provide direct payments to growers to help offset some damage imposed by retaliatory tariffs. As a result of the lapse in federal funding due to the recent government shutdown, the Farm Service Agency (FSA) has extended deadlines for multiple farm programs.

Here are the final farm programs deadlines and guidelines:

Market Facilitation Program

  • Deadline to apply extended to February 14, 2019.
  • The USDA is making a one-time allowance to late file 2018 acreage certifications if the producer failed to do so. This certification will only be for eligibility for Market Facilitation Program (MFP) and no other program payments may be issued with this late filed certification.

Marketing Assistance Loans

  • If loan matured in December 2018, settlement date extended to February 14, 2019
  • Peanut loans or Loan Deficiency Payments – loan availability date now February 28, 2019

Emergency Conservation Program

  • Performance reporting due February 14, 2019 for performance scheduled to occur during government shutdown

Livestock Forage Disaster

  • 2018 application for payment due February 28, 2019

Emergency Assistance Livestock, Honey Bees, and Farm-raised Fish Program

  • Notice of loss due February 14, 2019 for losses incurred during government shutdown

Livestock Indemnity Program

  • Notice of loss due February 14, 2019 for losses incurred during government shutdown

Noninsured Crop Disaster Assistance Program

  • Submitting 2019 application for coverage due February 14, 2019 for losses incurred during government shutdown
  • Notice of loss for 72-hour harvest and grazing (as applicable) due February 14, 2019 for losses incurred during government shutdown
  • Notice of loss for prevented planting and failed acres due February 14, 2019 for losses incurred during government shutdown
  • Applications for payment for 2018 covered losses due February 14, 2019 for losses incurred during government shutdown

Tree Assistance Program

  • Notice of loss due February 14, 2019

Acreage Reporting

  • January reporting deadlines extended to February 14, 2019
